Created by the Financial Institutions Reform, Recovery, and Enforcement Act of 1989, its mission is to effectively and efficiently supervise Thrift institutions in a manner that encourages a competitive industry to meet housing and other credit and financial services needs and ensure access to financial services for all Americans.
